Can I charge my ID-51E when it is turned on?

Yes you can. Firstly connect the radio to an outlet with an optional CP-12L, CP-19R or OPC-254L. Then turn on the radio, press ‘MENU’, scroll to ‘Function’ and select. Then scroll to ‘Charging’ and select ‘Select ON’.

If using a wall charger, note that it will not have enough power to run the set on transmit, although a DC lead from a higher ampage PSU will be fine.

If running the set from an external DC source it will charge the battery, but may take longer if the radio is turned on at the same time.
