What is the difference between an external speaker, a hailer/foghorn/PA?

External speakers are designed to be a second speaker for the radio; it can be mounted in a more advantageous position for the radio operator. It works the same as the built in speaker. Whatever is heard on the radio's regular speaker is also heard on the external speaker. The hailer/foghorn/PA speaker is a loud horn, usually mounted outside the cabin or on the mast and is used to hail other boats. This device is amplified and is activated manually by the radio operator.
